AMSCD Revises Golf Cart Rules; Approves Budget

Some modifications to rules and regulations governing operation of golf carts in Ave Maria are due to take effect in 60 days, but the full effect and exact implementation remains unclear after the Ave Maria Stewardship Community District approved the new rules at its meeting Aug. 5.

The new rules are not major changes from those adopted by the district in 2012, but they make clearer some of the legalities which were never fully implemented. Among those are a clear statement that golf carts may not be operated on district roads from sunset to sunrise unless there is a change authorized by the Collier County government and a requirement that signage specifically identify district roads for which the rules will be enforced. AMSCD roads include Ave Maria Blvd., Annunciation Circle and Pope John Paul II Blvd.

The new regulations do not require headlights for golf carts, as the 2012 rules did, unless the county approves operation of golf carts after sunset.

Individual home owners associations in Ave Maria also can set their own rules for operation of golf carts within their communities.

In approving the new rules and regulations, the board delayed implementation for 60 days to provide time to publicize them and for signage to be in place. It was not immediately clear whether residents would need to sign a new golf cart use agreement. Luisa Rosales of the Ave Maria Master Association, who administers the rules on behalf of the district, said that all golf cart owners will need to sign a new agreement and the Master Association will be notifying homeowners in the near future. She also sid that there were no plans to ask the county to permit operation of golf carts after sunset. The rules and regulations are available for download in PDF format here. In other actions at the meeting:

- The board approved a budget for the 2014-15 fiscal year beginning Oct. 1. It is essentially flat, and residents' assessments are unchanged, as they have been for the last five years.

- A meeting schedule was approved for the coming fiscal year that keeps meetings on the first Tuesday of the month.

- David Genson of Barron Collier, the landowners' representative to the board, informed the board that Phase 3 of Maple Ridge is under construction, and that the new Coquina development, that replaces plans for more Middlebrooke townhouses, is under way. Coquina will have 211 lots, 120 of them in the first phase with 63 being made available for purchase now.
